Kenosha – Kenosha Police Officer Pablo Torres’ return to duty with the force is a decision Police Chief John Morrissey will be making upon review of Internal Affairs reports.

Morrissey and Lt. Brad Hetlet, head of the Internal Affairs Division, said they expect to take a few weeks for the department’s Firearms/Deadly Force Review Board to make its recommendation on Torres’ status.

On Friday, Kenosha County District Attorney Robert Zapf cleared Torres of any criminal wrongdoing in the fatal shooting of Aaron Siler during a confrontation in March 2015. Torres has been on paid leave since the shooting.

With Zapf’s decision now made, the review board can comb through the investigations and determine whether Torres violated any departmental policies or procedures.

Because of his yearlong absence from active duty, if he is cleared internally, Torres would be accompanied by a field training officer his first eight days back.

If allowed to return, Torres, a 19-year veteran of the department, likely would return to patrol duties and handling his police dog.
